МЕТОДОЛОГІЇ ОЦІНКИ РИЗИКІВ КРАЇН У ЦАРИНІ ПРОТИДІЇ ВІДМИВАННЮ КОШТІВ І ФІНАНСУВАННЮ ТЕРОРИЗМУ: ПОРІВНЯЛЬНИЙ АНАЛІЗ РАМОК ПОЛІТИКИ ТА ЕКОНОМЕТРИЧНИХ МОДЕЛЕЙ

Анотація
Оцінка ризиків країн у царині протидії відмиванню грошей і фінансуванню тероризму (ПВК/ФТ) набуває все більшого значення в умовах глобальної фінансової інтеграції, цифровізації та постійних незаконних фінансових потоків. Незважаючи на міжнародні стандарти, неспостережуваний характер відмивання робить вимірювання ризиків значною мірою залежним від довірених осіб і методологічних виборів, що створює й концептуальні, і практичні проблеми. Це дослідження спрямоване на проведення порівняльного аналізу методологій оцінки ризиків у царині ПВК/ФТ в країнах, інтегруючи рамки політики з економетричними та ймовірнісними моделями. У дослідженні використана порівняльна аналітична структура, що синтезує офіційні оцінки (звіти про взаємну оцінку FATF, НРО та інструменти МВФ / Світового банку), кількісні індекси (наприклад, Базельський індекс AML), економетричні підходи (модель гравітації Волкера-Унгера, чорна скринька Ферверди, MIMIC Шнайдера-Віндіша), якісні рамки та нові баєсові / ймовірнісні методи. Отримані результати вказують на те, що жодна методологія не забезпечує остаточного вимірювання ризику країни. Інструменти, що ґрунтуються на політиці, забезпечують глобальну легітимність і порівнянність, але є статичними, ресурсомісткими та іноді політизованими. Композитні індекси та власні моделі пропонують зручність використання та доступність, але часто їм бракує методологічної прозорості й вони надмірно спрощують ризики. Академічні економетричні підходи генерують кількісні оцінки й збільшують аналітичну глибину, хоча вони залишаються чутливими до припущень та обмеженими в оперативному застосуванні. Імовірнісні та баєсові методи представляють перспективний рубіж, явно включаючи невизначеність і різноманітні джерела даних, але їх складність і залежність від суб'єктивних апріорі обмежують широке впровадження.
