ОЦІНКА ЕКОНОМІЇ СИСТЕМИ ЕЛЕКТРОННИХ ПУБЛІЧНИХ ЗАКУПІВЕЛЬ: КЕЙС PROZORRO 2018-2022 РР.

Анотація
У роботі досліджено економію в системі публічних закупівель у 2018-2022 рр. у розрізі ключових товарних груп: бензин, борошно, яйця, картопля, молоко, цукор. Обґрунтовано, що впровадження електронних конкурентних процедур ProZorro має позитивний ефект економії за аналізованими видами продукції майже за всіма досліджуваними роками завдяки тому, що закупівельна ціна в кінцевому результаті виявлялася нижчою за середньоринкові ціни. Медіанна маржинальність показала нестабільні значення протягом усіх років, така ситуація пояснюється розкидом цін і різноманіттям закупівель. Загалом, за результатами дослідження обраних однорідних товарів, що сукупно становлять 0,007% усіх закупівель за сумою укладених договорів за 2018-2022 рр., виявилося, що електронна система закупівель ProZorro дає значний ефект економії, і сукупна різниця між фактичною вартістю закупівлі та ринковою вартістю – зростає, починаючи з 2021 р. В умовах монополізації цін економічний ефект від використання ProZorro значно слабший або його немає, а зниження корупційної ренти не завжди можна досягти винятково за рахунок прозорості закупівель, адже в деяких випадках виникає загроза неконкурентних торгів. Саме тому конкретність через систему ProZorro є найкращим шляхом для заощадження коштів у бюджетній сфері.
